This news comes from a new report from a Film & Television Industry Alliance’s website, productionlist.com.
It does seem as though this website is legitimate and they are claiming that the series is due to start filming on June 15th later this year.
The series is going to be lead by Collin Farrell who played The Penguin in the recent Matt Reeves Batman movie.

Collin Farrell’s Penguin was so good in the Matt Reeves movie and I was delighted to hear that he was getting his own spinoff series.
I loved the fact it was Farrell’s Penguin who pointed out the grammatical flaw in one of The Riddler’s riddles to Robert Pattinson’s Batman.
This all resulted in a very climactic scene in The Batman where Pattinson’s Dark Knight engaged in a high-speed freeway chase with Penguin.
Penguin almost managed to beat the Batman in that scene, but the Dark Knight ended up getting the upper hand and the Penguin ended up upside down in his car.
The Batman movie is streaming on HBO Max right now.
